Improving housing conditions for Portland's most vulnerable citizens
Randy formed the “Housing Interdiction Team” (HIT) that coordinates the collective enforcement efforts of the police and fire bureaus, housing inspectors, building inspectors and mental health providers to target slum lords who, for years, have profited from low income and mentally handicapped residents while allowing them to live in squalid conditions.

As a result of Randy's unique and enforcement-focused approach, each of these targeted properties has been upgraded in order to provide safe, sanitary housing to some of our city’s most vulnerable people.
