Some of Randy's Other Initiatives
Time, Place, and Manner Ordinance
In 2003, misbehaving liquor establishments throughout the city were wreaking havoc on a number of Portland's neighborhood. In response, Randy wrote and passed an ordinance that gives the City and neighborhoods new tools to change the behavior of these establishments, up to and including closing them down early if they choose to be uncooperative. This effort has dramatically improved the behavior of some of Portland's most notorious liquor establishments.
Anti-Graffiti Ordinance
In August 2007, Randy wrote and passed and ordinance that regulates the sale of spray paint, requiring that photo identification be presented by spray paint purchasers, and that spray paint retailers store spray paint in a secure location where it cannot be stolen. Randy adapted this initiative from a number of other cities throughout the country who have experienced similar problems with graffiti. These new laws go into effect on November 1, 2007.
