Holding the Portland Development Commission Accountable
First, Randy led the charge to eliminate tax abatements for high priced market rate condominiums and instituted checks and balances for low income housing abatements granted by the Portland Development Commission (PDC).

Then, he led the Council's successful effort to persuade Portland voters to bring the PDC's $250 million budget under the authority of the City Council, resulting in dramatic improvements in public oversight of the PDC's use of taxpayer dollars.
